The National Concessionary Travel Scheme provides statutory free off peak bus travel for older and disabled people, the cost of which is covered by local transport authorities. Funding the concessionary scheme is a significant and growing part of many local transport authorities’ budgets – even though less use is being made of the scheme.
The amount of money spent on concessionary travel nationally was £1.14 billion in 2017/18.

The number of concessionary trips has declined in all areas of England. This is in part due to the increase in the entitlement age. There are considerably more trips per concessionary pass in London than other areas.
