Richard McGuckin, Deputy Chief Executive of Liverpool City Region Combined Authority, is the new Chair of the Urban Transport Group – the UK’s network of transport authorities.

Richard, who is also Executive Director of Place at the Combined Authority and Director General for Merseytravel, has served on UTG’s Board of Directors since June 2022.

His appointment follows the end of an extended three-year term of outgoing Chair Steve Warrener, the Managing Director of Transport for Greater Manchester.

Richard leads the Liverpool City Region’s most ambitious transport and infrastructure programme - a multi-billion pound investment shaping the future of mobility and driving progress in sustainable energy.

His portfolio encompasses the expansion of a complex, integrated transport network including Merseyrail, Mersey Ferries and bus franchising, while spearheading Mersey Tidal - a multi-billion-pound renewable energy project set to power the region for generations. In addition to his local leadership, Richard champions the city region nationally and globally, sharing expertise and forging strategic partnerships.

Melanie Corcoran, Executive Director of Transport at South Yorkshire Mayoral Combined Authority, has also been appointed Vice-Chair of the Board. This follows the departure of previous Vice-Chair, Anne Shaw. Anne was Executive Director at Transport for West Midlands until November last year, when she left to become CEO of the National Transport Authority (NTA) in Ireland.

The Urban Transport Group’s Board is made up of 10 Directors - one from each of its Principal Members.
