Emma Blackham is Executive Director of Transport at West of England Combined Authority. She joined the organisation in 2025.

Prior to this, Emma worked at South Gloucestershire Council for 18 years, including as Service Director of Place Shaping, and Head of Transport and Strategic Projects.
